Otmar Chlup was born on September 17, 1910 in Králov Pol, a suburb of Brno. In the years 1931-33, he performed full-time military service and later graduated from the reserve officers' school. In 1935 he was assigned as a lieutenant to the 24th Infantry Regiment in Znojmo. From 1936, he became a member of Sokol Znojmo, was a youth coach and masterfully played Czech handball.
