We came from Prague and used the Student Agency bus.
If you are already in Liberec, you can use public transport from the bus and train station by tram number 2 and 3. In the direction of Lidové Sady. Botanic exit stop.
If you go by car, there are paid parking lots at the ZOO, which the ZOO runs directly. CZK 50 is paid for 6 hours. Just be careful, they are not guarded.
