The first council building was built here in the middle of the 15th century. The core of today's building was built around 1560, when a vault and an underpass to Fortenská street were simultaneously established. The building has massive cellars that formerly housed a torture chamber, a gunpowder warehouse, a district court and a city archive with city privileges.
